The UNESCO Chair of Governance and Management of Higher Education was founded at the University of Zagreb in 2003. with the goal of facilitating and empowerment of the process of setting up quality control mechanisms in the higher education system, the transformation of the governance system of Croatian universities in line with European best practices and a synergistic networking of the higher education system with the economy and the civil society at large. The UNESCO Chair was signed into being by the then Rector of the University of Zagreb, prof. dr. Helena Jasna Mencer,  in 2003. in Bucharest, Romania, the site of the UNECSO CEPES central for the management of universities. The University of Zagreb's UNESCO Chair is but one of the few existing Chairs of this profile and with this type of mission in Europe.

Through 2007, the Chair was held by prof. dr. Vlasta Vizek Vidović. The archive of that period is available online (also available through the menu selection on the left). Since the end of 2008 it has been restructured as a think-tank group composed of university teaching and research staff, of varying profiles, ages, career tracks and levels of experience at the initiative and behest of the Rector of the University of Zagreb, prof. dr. Aleksa Bjeliš. The group thinks through and articulates the issues at hand, formulates goals and suggest strategies for the advancement of the higher education and university-based research system in line with prevailing European trends.

Through March 2010, the group has organized two international round tables, one dedicated to the issues of the integration or fragmentation of the University of Zagreb (May 2009) and the second one dedicated to the benchmarking of the Bologna process to-date (March 2010).
